PART III NARRATIVE State below in reasonable detail why the Form 10-K, 11-K, 20-F 10-Q, N-SAR or the transition report portion thereof could not be filed within the prescribed time period. On the day the Company was scheduled to file its Form 10-Q for the quarter ended September 30, 2003, the Company discovered that management's analysis of the cost to complete two significant contracts to which its United Kingdom subsidiary is a party may have been miscalculated. The potential error was previously undetected due to the fact that each of these contracts provided for shipments of product throughout the quarter, as well as the fiscal year. As a result of these events, the finalization of the quarterly financial statements and verification of the figures contained therein are taking longer than expected and the Company needs additional time to complete the Form 10-Q for its 2003 third quarter.
