NuStar GP Holdings, LLC Reports Fourth Quarter and
Full Year 2007 Earnings
SAN ANTONIO, January 25, 2008 – NuStar GP Holdings, LLC (NYSE:NSH) today announced earnings of $9.2 million, or $0.22 per unit, for the fourth quarter of 2007, compared to $10.3 million, or $0.24 per unit, for the fourth quarter of 2006. For the year ended December 31, 2007, net income was $43.3 million, or $1.02 per unit, compared to $30.7 million, or $0.72 per unit in 2006.
Distributable cash flow available to unitholders for the fourth quarter of 2007 was $15.9 million, or $0.37 per unit, compared to $13.5 million, or $0.32 per unit, for the fourth quarter of 2006. For the year ended December 31, 2007, distributable cash flow available to unitholders was $58.9 million, or $1.39 per unit, compared to $53.4 million, or $1.26 per unit. Cash distributions paid to unitholders for 2007 totaled $1.38 per unit.
With respect to the quarterly distribution to unitholders for the fourth quarter of 2007, NuStar GP Holdings, LLC also announced that its board of directors has declared a distribution of $0.36 per unit, or $1.44 per unit on an annual basis, which will be paid on February 19, 2008, to holders of record as of February 7, 2008. This quarterly distribution represents an increase of $0.04 per unit, or 12.5 percent, over the $0.32 distribution for the fourth quarter of 2006.

We expect 2008 will be a good year for NuStar Energy L.P. as they benefit from their construction program and the planned purchase of CITGO Asphalt Refining Company.
