Item 5.02 Departure of Directors or Certain Officers; Election of Directors; Appointment of Certain Officers; Compensatory Arrangements of Certain Officers.

Board Election to Fill Independent Director Vacancy

Effective August 30, 2021, Edward Garding, Interim Dean of the College of Business at Montana State University, has been elected by the Board of Directors of the Federal Home Loan Bank of Des Moines (“Bank”) to fill the vacancy reported in the Bank’s Current Report on Form 8-K filed with the Securities and Exchange Commission on May 25, 2021. The unexpired term Mr. Garding has been elected to fill ends on December 31, 2023. Mr. Garding will serve on the Board’s Risk and Compliance and Technology committees and receive compensation in accordance with the Bank’s 2021 Director Fee Policy.

On September 2, 2021, the Bank issued an announcement to its members concerning Mr. Garding’s election. The announcement is attached as Exhibit 99.1 to this Current Report. The information set forth under Item 5.02 is also furnished pursuant to this Item 7.01.
