Item 7.01 Regulation FD Disclosure.
On January 9, 2009, the FHLBank Topeka ("FHLBank Topeka") sent a message to its members describing certain accounting rules that affect each Federal Home Loan Bank’s reported financial performance: (1) Statement of Financial Accounting Standards No. 133 ("SFAS 133") and (2) the accounting rules related to "Other than Temporary Impairment" ("OTTI") for mortgage-backed securities maintained in a held-to-maturity portfolio. The message briefly describes how SFAS 133 and OTTI charges may vary among the Federal Home Loan Banks and includes a general statement as to how FHLBank Topeka management generally evaluates the effects of SFAS 133 and OTTI charges on FHLBank Topeka’s earnings. The message also directs members to the special comment released by Moody’s Investor Services on January 8, 2009, (the "Moody’s Special Comment") entitled "Rating Implications on the Federal Home Loan Banks from Other-than Temporary Impairments." FHLBank Topeka does not endorse, adopt or incorporate here in the information in the Moody’s Special Comment. A copy of the message to members is attached to this Current Report on Form 8-K as Exhibit 99.1 and is incorporated herein by this reference.
