I, Matt Hales, P.E., consent to the public filing of Sections 13.7.9, 13.7.10, 13.7.11, 13.7.14, 15.1.3, and 15.1.4 (the "Covered Sections") of the Technical Report Summary titled "Technical Report Summary, Elk Creek Project, Nebraska" with an Effective Date of June 30, 2022 (the "Technical Report Summary") as an exhibit to the Annual Report on Form 10-K for the fiscal year ended June 30, 2022 (the "Form 10-K") of NioCorp Developments Ltd. (the "Company").
