On November 13, 2006, Kansas City Southern issued a press release in compliance with Rule 135(c) under the Securities Act relating to the proposed issuance by its wholly-owned subsidiary, Kansas City Southern de Mexico, S.A. de C.V., of a new series of senior notes due 2013 under Rule 144A. A copy of the press release is attached hereto as Exhibit 99.1
