EXPLANATORY NOTE

On April 30, 2012, the Queensland Government’s response to the recommendations of the Queensland Commission of Audit was tabled by Treasurer and Minister for Trade Tim Nicholls MP. The undersigned registrants hereby amend the Annual Report filed on Form 18-K for the above-noted fiscal year by attaching hereto as Exhibit (f)(v) the Queensland Government’s response to the Queensland Commission of Audit’s Final Report dated February 28, 2013, entitled “A Plan - Better Services for Queenslanders”.
