TNMP Capital Plans Remain Intact
As a result of developments to the oil and gas industry in the area in which we serve, we have reviewed Texas-New Mexico Power Company's (“TNMP”) capital plans and do not anticipate any significant supply chain disruptions, cancellations of customer projects or shifting of infrastructure needs. In TNMP’s service territory, customers are involved in production, midstream and refining, which provide for diversity in customer mix. Also, production costs in TNMP’s West Texas service territory are some of the lowest across the United States. Capital plans and rate base growth projections at TNMP remain intact at this time.
As previously reported in our Annual Report on Form 10-K for the year ended December 31, 2019, TNMP anticipates making capital expenditures of $337.2 million and $270.0 million, in 2020 and 2021, respectively.
On February 6, 2020, TNMP filed an application to further update its transmission rates, which would increase revenues by $7.8 million annually, based on an increase in rate base of $59.2 million. On March 16, 2020, the Public Utility Commission of Texas (the “PUCT”) staff recommended approval of TNMP’s application. Final approval of the application is pending before the PUCT.
TNMP also plans to submit a distribution rate adjustment filing in April 2020. Under this distribution rate adjustment filing, we are allowed to reflect changes in investments in distribution assets and account for changes in load.
