Item 7.01 Regulation FD Disclosure.
On December 22, 2008, the Federal Home Loan Bank of Des Moines (the Bank) sent an electronic communication to members announcing that it had placed a moratorium on all excess stock repurchases. This action was taken to preserve the Bank's capital for the reasons described in the communication, which is attached to this report. The information contained in the attachment is being furnished and shall not be deemed "filed" for purposes of Section 18 of the Securities Exchange Act of 1934, as amended (the "Exchange Act"), or otherwise subject to the liability of that section, and shall not be incorporated by reference into any registration statement or other document filed under the Securities Act of 1933, as amended, or the Exchange Act, except as shall be expressly set forth by specific reference in such filing.
